Introduction

The Office of the Library and Information Technology (LIT) of National Taiwan Ocean University was first established in August 1996 which was originally formed by the merging of two units, the Library, and Electronic Computer Center. The Office then became a first-level unit of the entire university. 

The Library and Information Technology Unit is headed by its director, Prof. Shyi-Chyi Cheng from the Department of Computer Science and Engineering. He is responsible for overseeing and formulating the unit's policy, integrating the development and utilization of LIT's resources, and ensuring and maintaining the stable operation of its information system. The Library and Information Service Management is one of the university's core services and one of the most important goals of the LIT. To meet the needs in terms of book and information services of its stakeholders, particularly of NTOU's teachers and students, LIT is committed to formulating the library and information management policy. In line with this, it aims to provide a fundamental and suitable environment to boost the university's capability in instruction, research, and development. At the same time, LIT is dedicated to providing integrated teaching-learning information, resource promotion, and library information concepts. In the hope of mastering the Library Technology Development and Information Technology, the current organizational structure of "Library and Information Joint Service Desk '' is currently divided into two: the Library Service and Information Service. 

Library Service

  1. History
  • The first library was built in 1962 at the Marine Science Building with its initial temporary set up inside a classroom. In April 1982, the library was relocated to Hsiang-Feng Square. It was May of 1991 when a new building was built and completed at its new location in the Binhai Area. This location is where the present library is currently stationed. 
  • For the first phase (Library 1) of the new library building in Binhai, its total project cost is approximately 80 million NT dollars with an area of 6443.39 square meters with 6 stories. A “Gate of Wisdom” was built at the main entrance of the first floor. There are five towering columns located at the front and on the south side of Library 1. Its outer walls are covered with milky white small-mouth tiles, while the outer edge of the window sills on the fourth and fifth floors was enclosed with black cement. The outer walls of the second and third floors are all enclosed with large glass windows. In the open space on the left and right sides of the square in front of the main entrance, there are single flower beds and meadows with plants of different sizes to match the surrounding landscape, making the appearance modern and very distinct from other structures in the campus.
  • The construction of the second phase of the library (Library 2) was completed in July of 1997. The floors allocated for library use are on the fourth floor, which serves as the current periodical area and information retrieval service area for Chinese and foreign languages. Equipped with its beautiful landscape, it provides the best reading place in the library for everyone to enjoy studying and admiring the beauty of nature at the same time. 
  • The library is equipped with a three-dimensional skylight at the center of the library rooftop for better lighting and to provide an exquisite environment for everyone to enjoy. Additionally, a blend of the hollow architectural design was incorporated to the first, third, to fifth floors. Iits stairs from the first floor have an upward spiral structure connecting to the upper floors until the fifth floor. The inclusion of the large patios located at the west and south sides of the basement provides a good lighting condition which adds appeal to its overall shape interior.

  • The Library is the treasure house of knowledge and the heart of the university. Yearly, it is committed to allocating funds for books, periodicals, and electronic resources. Aside from its expanding paper and digital collections, it integrates information technology to process and preserves its paper-based materials. Digital library resources are published on the Internet to achieve excellence in academics and as support to instruction. In the area of research, its tasks and goals adhere to the principles of the division of labor and cooperation, co-instruction, and resource sharing to create a convenient academic research environment that provides a full range of services.

Information Service

  1. Vision
  • With the popularity of the Internet and the World Wide Web that enables the fast transformation of social informatization, the University should be abreast to cope with the demands of international competitiveness. In achieving this goal, it is inevitable for the University to adhere to the integration and promotion of technological innovation. The University's e-learning is a part of its teaching and administrative functions and activities. For e-Teaching, it has established its asynchronous distance teaching system. As one of its future endeavors, its direction is towards gradual integration of e-classrooms to build faster and more convenient teaching and learning environments. As part of the e-administration integration, its teaching affairs system is now complete and fully functional. The Information Service is also committed to establishing an e-Service window to strengthen its services for the staff and students of the University. Such components will help increase and improve interactions among students, teachers, and administrative staff.
  • As a response to the communication challenges required by the Internet technology and applications such as digital multimedia, videoconferencing, and online teaching in terms of bandwidth requirements, one of the main goals of the Information Service is to increase the speed of its backbone network to more than 10 gbps and to increase its external bandwidth connection as one of its future goals.
  • When building the university's bandwidth networks to meet the requirements of its Internet applications, it is necessary to maintain a safe and reliable network environment to avoid intrusions and damage to the university's computer facilities and systems; this will also ensure the security of the campus network from hackers. 
  • It supports the university's computer teaching as one of its principal initiatives. In the future, its medium and long-term plan is to continuously update the software and hardware capabilities of its computer classroom facility with its continued promotion of asynchronous distance teaching. 
  • Continuously update the computer classrooms using licensed or authorized software and hardware of the entire university to support the needs of the computer-related teaching activities. It also strengthens the maintenance and management of various computer facilities to ensure their availability for its stakeholders. 
  • It aims to continuously promote asynchronous distance teaching, hold education training for asynchronous distance education platform operation, assist teachers in solving platform operation problems, modify the asynchronous distance teaching platform according to the teaching needs, purchase digital teaching material development tools and software, and assist teachers in producing digital course materials for a better asynchronous distance learning environment. 
  • Continue to strengthen the Ocean Cloud services, expand cloud host resources, and prioritize teachers and students for teaching purposes.  Integration of the existing school affairs and teaching service systems in the university, and establish a platform to provide characteristic application services to the outside world in the future. 
  1. Software and Hardware Equipment
  • The Academic Information System (AIS) was launched in early October of 2009. With its continuous system function development, the current functions include 16 academic affairs such as student status, course selection, and grades, and 28 business sub-systems such as academic affairs, student accommodation management, and community management, with a total of about 1,263 functions. In considering the system hardware architecture's security and performance, the integration of the firewall serves as the protective wall for the application software server and database. A separate file server ensures the security of the information system, and together with the load-balancing switch, it provides high-efficiency and quality services. 
  • The campus optical fiber backbone network structure is Gigabit Ethernet (with a speed of 1 Gbps). It is externally connected to the Academia Sinica by two-way Gigabit Ethernet (2 Gbps) data circuit. Each circuit adopts a 1+1 backup structure to avoid disconnection of the external network and maintain a smooth communication channel with TANet and InterNet.
  • The campus network server services, such as DNS servers acting as a consulting service for domain names and network addresses, are used in conjunction with various Internet services. With SSL VPN, the teachers and students can still use some of the library's services, such as e-journals inquiry, e-books borrowing, and access to authorized or licensable software even outside the campus, which requires user authentication.  
  • The Office of Library and Information Technology has two computer classrooms equipped with  130 computers installed with Windows 10 operating system. The computer classroom is capable of handling courses for fundamental programming language, multimedia application teaching, network application teaching, and computer-aided design teaching.
  • Ocean Cloud Services:
  • Its cloud web hosting is based on the principle of user payment, and its priority is for teaching purposes.
  • The cloud computer classroom is equipped with both Windows desktop and application services. Such configuration eliminates user software installation as it only requires connecting to the cloud computer classroom using a browser. The software can be utilized like the physical computer classroom conducive to independent learning anytime, anywhere.
